TCSO Inmate Dies at Local Hospital
At approximately 9:00 pm on Sept. 8, 2023, inmate SAPPI TCHOUALACK JEUGOUM FRANCK, 21, of Austin was found to be in an altered state of behavior in his housing unit. He was transported to the hospital, where he was treated, then taken off life support days later. FRANCK was pronounced deceased at 7:36 pm on Sept. 13, 2023.
FRANCK was booked into custody on Sept. 2, 2023, charged with burglary of a vehicle and resisting arrest.
An investigation by TCSO’s Internal Affairs Unit, Criminal Investigations Division, the Texas Rangers and the Travis County Medical Examiner’s Office is underway, as is customary with any death in custody. The autopsy was conducted on Sept. 14, 2023, and the final report is pending.
