Rockwood Homicide Investigation Timeline

At 11:48 on Friday April 7, 2017, deputies responded to a check welfare call in the 8000 block of Rockwood Circle. They discovered a deceased male and the manner of death appeared suspicious. Detectives, as well as a member of the Travis County District Attorney’s Office arrived at the scene and a search warrant was executed.
On Saturday April 8, 2017, the decedent was positively identified as 74 year old, James Short. A person of interest was established and pictures of an unidentified male were released to the public.


On Monday April 10, 2017, Crime Scene Specialists matched fingerprints found at the scene to the person of interest. TCSO discovered that the person of interest had an outstanding arrest warrant out of Georgia and utilized the US Marshall’s Service, Lone Star Fugitive Task Force and Gulf Coast Fugitive Task Force to locate the man and arrest him for the outstanding arrest warrant.


On Tuesday April 11, 2017, TCSO sent detectives to New Orleans to follow up on the arrest. With the assistance of the New Orleans Police Department, a search warrant was executed on the hotel room where the person of interest had been staying. Evidence linking him to the murder, including property that belonged to the decedent was discovered.


On Wednesday April 12, 2017, at 12:30 PM an arrest warrant was signed, charging 24 year old Justin Nickolas Twyne with murder. The bond was set at $500,000.00. Mr. Twyne is currently incarcerated in the New Orleans Parrish Sheriff’s Office Jail and will be extradited to Travis County before going to Georgia.

This quick arrest was achieved via collaborative efforts involving Patrol Deputies, Detectives, Crime Scene Specialists, Victim Services Counselors, the District Attorney’s Office, Lone Star and Gulf Coast Fugitive Task Forces, media outlets and our community.
