State statutes stipulate that the sheriff, commissioners' court and district attorney shall each appoint one person to serve as a member of the civil service commission that administers the sheriff's department civil service system. The sheriff shall designate one of the members as chairman of the commission.

Authority and Powers of the Commission

Travis County Civil Service Commission is authorized by the Texas Local Government Code, Chapter 158, Subchapter A. County Civil Service System and the Sheriff's Civil Service Commission is authorized by the Texas Local Government Code, Chapter 158, Subchapter B. Sheriff's Department Civil Service System. The Sheriff's Civil Service Commission has authority to adopt, publish and enforce rules regarding the selection and classification of County employees including competitive examination, promotions, seniority and tenure, layoffs and dismissals, disciplinary actions, grievance procedures, and other matters relating to the selection of County employees and procedural and substantive rights, advancement, benefits, and working conditions of County employees. They provide employees with an opportunity of fair and equitable employment opportunities, job protection, due process and an avenue of appeal.

Promotional Process Announcement

Eligible employees desiring to participate in the Promotional Process for Corrections Sergeant or Lieutenant, or Law Enforcement Detective, Sergeant or Lieutenant must notify the Civil Service Commission by completed application form no later than 5pm, date. Notification should be made using the Notice of Participation Form. Applicants for promotion to the next highest rank must have served at least twenty-four (24) months of cumulative service within the past thirty (30) consecutive months in their current rank by date. Such cumulative service shall be within the same career field. Leave time taken for family or medical leave will not be considered an interruption of service. All exams will be administered between 9am and 5pm on date, at the Joe C. Thompson Conference Center at the corner of Red River and Dean Keaton (26th Street). More details will be provided at a later date. Corrections boards are scheduled to begin the week of date, and Law Enforcement boards are scheduled to begin during the week of date. It is possible boards could continue into the first week of October as a larger than usual number of applicants are expected this year.

Supervisory Text

Candidates must obtain the supervisory study material at his or her own expense. Applicants will be tested from "SUPERVISION, THE ART OF MANAGEMENT Fourth Edition", by George L. Frunzi and Patrick E. Savini, (ISBN # 0-13-476227-4). The University of Texas Coop (2304 Guadalupe Street 476-7211) and Austin Community College Bookstore (817 West 12th Street, 474-2607) may have them in stock, or you can order it from them by phone or on-line. The cost of the book is approximately $45.
Corrections sergeant and lieutenant applicants will be tested on chapters 2, 4, 7, 8, 10, 13, 19, and 20 from this supervisory text.
Law Enforcement Sergeants applicants will be tested on chapters 1, 7, 8, 13, 14 and 19.
Law Enforcement Lieutenant applicants will be tested on chapters 2, 4, 7, 8, 10, 13, 19 and 20.

Criminal Investigation Text

DETECTIVE CANDIDATES will be tested from "CRIMINAL INVESTIGATION, 5th EDITION", by James W. Osterburg and Richard H. Ward, (ISBN # 159-3454295). The University of Texas Coop (2304 Guadalupe Street 476-7211) and Austin Community College Bookstore (817 West 12th Street 474-2607) may have them in stock, or you can order it from them by phone or on-line. The cost of this text is approximately $75.

Some applicants have inquired as to whether or not they can use the 4th Edition of CRIMINAL INVESTIGATIONS (A Method for Reconstructing the Past) instead of the 5th edition as was posted in the May 8th promotional announcement. You may use either edition, but please note that some of the chapter numbers were changed in the revised edition. Here is the chapter breakdown that will be covered on the test, depending on which edition you choose to use.

If you are using the 5th Edition, study:
Chapters 1, 4, 6, 11, 12, 25, 26, and 30.

If you are using the 4th Edition, study:
Chapters 1, 4, 6, 11, 12, 24, 25, and 31.

Things you should double check:

COLLEGE/TCLEOSE POINTS: Points for College/TCLEOSE levels will be entered from information received from TCLEOSE TLEDDS database as of date. It is the responsibility of the applicant to ensure his or her file is updated with TCLEOSE in time for the information to be documented with them by that date. Official transcripts (meaning sealed by the institution and unopened, or if opened, a transcript with a raised seal), or actual TCLEOSE certificate, or written verification of license from a TCLEOSE official will be acceptable in lieu of TCLEOSE data-base information if received in this office by date. IMPORTANT NOTE: It is a good idea to double check with TCLEOSE in advance to ensure accuracy.

All candidates are encouraged to review the content of their EDF and Personnel Files as both are made available to the board members for review. Personnel Files are secured in the TCSO Personnel Office and are made available for review upon request.

Jail Standards study materials can be accessed at www.tcjs.state.tx.us. Point to the TCJS Resources drop down box and click on Jail Standards. Hard copies of the standards will be made available by the CSC Office later in June. Watch for e-mail announcement of availability.

Penal Code/CCP/Traffic/Family Law can be accessed at www.tlo2.tlc.state.tx.us. Click on Texas Legislature, then Texas Statutes. As the supply of Criminal Law books as been depleted, hard copies of the specific chapters will be made available by the CSC Office later in June. Watch for e-mail announcement of availability.
